Environmental Management Inspector’s programme
(EMI) is a short learning programme (SLP) ideal for participants who want to be
appointed or working as Environmental management inspectors aiming to investigate
question witnesses, inspect and remove articles, take photographs and
audio-visual recordings, take samples and remove waste.
The EMI’s also Inspect: enter premises to ascertain whether legislation is being followed and seize evidence of criminal activity. Tshwane University of Technology offer this SLP for the period of 5 days to those who want to develop knowledge and skills to practising Environmental Management and other related officials employed at National, Provincial and Municipalities to be able to be appointed as EMI’s by the Minister of the Department of Environmental Affairs (DEA) or the Member of the Executive Council (MEC) of the respective provinces. This appointment will allow them to function as EMIs and to enforce environmental legislation within their areas of jurisdiction.

- The role of National, Provincial and local authorities (Municipalities) in environmental compliance.
- Demonstrate an understanding of the mandate, functions, powers and duties of an Environmental Management Inspector.
- Compliance and enforcement duties of National, Provincial and local authorities (Municipalities)
- Demonstrate an understanding of procedures required to undertake An inspection.
- Demonstrate an understanding of the various enforcement mechanisms and tools available to the EMI’s employed at National, Provincial and Local Authorities.
- Demonstrate an understanding of requirements for the submission of A docket.

Who should attend?
Entry requirements require competencies in Environmental related field and other skills to be in place, it is assumed that the participants are competent in the following areas:- Understanding of the constitutional mandate of the employer that the participant is contracted to.
- Be able to identify and understand applicable environmental indicators such as pollution sources (waste management, landfill practises, air quality management, wetlands, Biodiversity etc.)
- Understanding of enforcement practice and measures.
